MEDSTEAD AND FOUR MARKS EMERGING NEIGHBOURHOOD PLAN
As you will be aware the Neighbourhood Plan Steering Group (NPSG) led by Paul MacAllister and supported by Frank Maloney has started work on the development of a new Neighbourhood Plan for Medstead and Four Marks covering the period from 2024 to 2042.
They recently published an excellent update of their work in the March's addition of the Four Marks News which can be seen below.
Through this page we will regularly keep you up to date on their progress.

As the Plan moves through its stages, it gains legal weight in planning matters for the area.

What is a Neighbourhood Plan?
A community led process for creating a shared vision for the future of our 2 villages. It will run from 2024 to 2042.
Is it a good idea?
It enables the community to input and shape its future e.g. where new houses will go.
Does it help with speculative development?
Having a plan should help fight off this type of development, but EHDC currently do not have a 5 Year Housing Land Supply, so the 'tilted balance' is engaged and it is easier for developers to get their applications approved. However, once the Council has this supply, then having an up-to-date NP should protect us from speculative applications.
Will it include outlining what infrastructure we need in the area
Yes
Who decides how many houses we need?
This figure comes from Central Government and is now a mandatory number.
How does the Neighbourhood plan, link to the EHDC Local Plan?
Our NP will complement the Local plan. Housing sites allocated by the community will feed into the EHDC LP
Will there be a local referendum on the plan?
Yes
